Note:

From 1 May 2019 to 30 April 2020 Section J of NCC 2016 Volume One Amendment 1 may apply instead of Section J of NCC 2019. From 1 May 2020 Section J of NCC 2019 applies.

JP1 Energy use

A building, including its Open link in same pageservices, must have features that facilitate the efficient use of energy appropriate to—

(a)

the function and use of the building; and

(b)

the level of human comfort required for the building use; and

(c)

solar radiation being—

(i)

utilised for heating; and

(ii)

controlled to minimise energy for cooling; and

(d)

the energy source of the Open link in same pageservices; and

(e)

the sealing of the building Open link in same pageenvelope against air leakage; and

(f)

for a Open link in same pageconditioned space, achieving an hourly Open link in same pageregulated energy consumption, averaged over the annual Open link in same pagehours of operation, of not more than—

(i)

for a Class 6 building, 80 kJ/m2.hr; and

(ii)

for a Class 5, 7b, 8 or 9a building other than a Open link in same pageward area, or a Class 9b Open link in same pageschool, 43 kJ/m2.hr; and

(iii)

for all other building classifications, other than a Open link in same pagesole-occupancy unit of a Class 2 building or a Class 4 part of a building, 15 kJ/m2.hr.

Verification Methods

JV1 NABERS Energy for Offices

(a)

For a Class 5 building, compliance with Open link in same pageJP1 is verified when—

(i)

a minimum 5.5-star Open link in same pageNABERS Energy for Offices base building Commitment Agreement is obtained; and

(ii)

the energy model required for Open link in same page(i) demonstrates—

(A)

the base building’s greenhouse gas emissions are not more than 67% of the 5.5-star level when excluding—

(aa)

tenant supplementary heating and cooling systems; and

(bb)

external lighting; and

(B)

a Open link in same pagethermal comfort level of between a Open link in same pagePredicted Mean Vote of -1 to +1 is achieved across not less than 95% of the Open link in same pagefloor area of all occupied zones for not less than 98% of the annual Open link in same pagehours of operation of the building; and

(iii)

the building complies with the additional requirements in Open link in same pageSpecification JVa.

(b)

The calculation method for Open link in same page(a) must comply with ANSI/ASHRAE Standard 140.

JV2 Green Star

(a)

For a Class 3, 5, 6, 7, 8 or 9 building, or common area of a Class 2 building, compliance with Open link in same pageJP1 is verified when—

(i)

the building complies with the simulation requirements, and is registered, for a Open link in same pageGreen Star – Design & As-Built rating; and

(iii)

in the proposed building, a Open link in same pagethermal comfort level of between a Open link in same pagePredicted Mean Vote of -1 to +1 is achieved across not less than 95% of the Open link in same pagefloor area of all occupied zones for not less than 98% of the annual Open link in same pagehours of operation of the building; and

(iv)

the building complies with the additional requirements in Open link in same pageSpecification JVa.

(b)

The calculation method used for Open link in same page(a) must comply with—

(i)

ANSI/ASHRAE Standard 140; and

JV3 Verification using a reference building

(a)

For a Class 3, 5, 6, 7, 8 or 9 building or common area of a Class 2 building, compliance with Open link in same pageJP1 is verified when—

(i)

it is determined that the Open link in same pageannual greenhouse gas emissions of the proposed building are not more than the Open link in same pageannual greenhouse gas emissions of a Open link in same pagereference building when—

(A)

the proposed building is modelled with the proposed Open link in same pageservices; and

(B)

the proposed building is modelled with the same Open link in same pageservices as the Open link in same pagereference building; and

(ii)

in the proposed building, a Open link in same pagethermal comfort level of between a Open link in same pagePredicted Mean Vote of -1 to +1 is achieved across not less than 95% of the Open link in same pagefloor area of all occupied zones for not less than 98% of the annual Open link in same pagehours of operation of the building; and

(iii)

the building complies with the additional requirements in Open link in same pageSpecification JVa.

(b)

The Open link in same pageannual greenhouse gas emissions of the proposed building may be offset by—

(ii)

another process such as reclaimed energy, used on Open link in same pagesite.

(c)

The calculation method used for Open link in same page(a) and Open link in same page(b) must comply with—

(i)

ANSI/ASHRAE Standard 140; and

JV4 Building envelope sealing

Compliance with Open link in same pageJP1(e) is verified when the Open link in same pageenvelope is sealed at an air permeability rate, tested in accordance with Method 1 of AS/NZS ISO 9972, of not more than—

(a)

for a Class 2 building or a Class 4 part of a building, 10 m3/hr.m2 at 50 Pa reference pressure; or

(b)

for a Class 5, 6, 8 or 9a or 9b building, other than a Open link in same pageward area, in Open link in same pageclimate zones 1, 7 and 8, 5 m3/hr.m2 at 50 Pa reference pressure; or

(c)

for a Class 3 or 9c building, or a Class 9a Open link in same pageward area in Open link in same pageclimate zones 1, 3, 4, 6, 7 and 8, 5 m3/hr.m2 at 50 Pa reference pressure.

Note:

Open link in same pageJV4 is only one way of achieving compliance with Open link in same pageJP1(e). Other ways of complying include the following:

  1. The relevant provisions of Part J3.
  2. A Open link in same pagePerformance Solution that uses one of the other NCC Open link in same pageAssessment Methods which verifies that compliance with Open link in same pageJP1(e) will be achieved.
